Water derived from melted snow and hail is pure (tahur) because it is water descended from the sky. Evidence for this is the supplication of the Prophet (peace be upon him): 'O Allah, purify me with water, snow, and hail,' which is agreed upon (Muttafaq 'alayh).

If snow is taken and rubbed upon the limbs without melting, purification is not achieved, unless the snow is light enough to melt and its water flows over the limbs, which suffices as washing (ghusl).
