Is water that has fallen from the face and hands after wiping during Tayammum usable for another act of purification?

There are two differing views regarding the usability of water that has been used for wiping during Tayammum. The first view, held by Abu Hanifa, states that it is permissible to use this water for Tayammum because it did not remove the state of minor impurity (hadath). The second view states it is not permissible because it has been used in an act of purification that permits prayer, making it similar to water already used for Wudu.
