Is wiping permissible over footwear that can be walked in?
Chapter on Wiping over the Khuffayn (Leather Socks)
Al-Mughni
Book of Purification
Primary text
Wiping (Masah) is permissible over any covering footwear that conceals the foot and permits continuous walking, regardless of whether it is made of leather, felt, or similar materials. The ruling allows wiping over materials that serve the purpose of established footwear for which the concession was granted due to necessity.

Some scholars within our school argue against wiping over footwear made of wood, iron, or similar rigid materials because the concession is specifically for customary footwear needed for travel, and necessity rarely dictates wiping over such rigid materials. However, the established opinion suggests wiping is permissible over such materials if they cover the foot and allow walking, similar to leather.
