Is Wudu required for every prayer for one suffering from continuous ritual impurity (like Istihadah or urinary incontinence)?

Primary text
Wudu is obligatory for each prayer time for the Mustahadah, those with urinary incontinence, excessive Madhy, or continuously bleeding wounds, after washing the affected area and securing it as much as possible. This is the position of Al-Shafi'i, Abu Thawr, and the proponents of Ra'y (the Iraqi school). This is supported by the Hadith mentioning that the Mustahadah should perform Wudu at the time of every prayer. Furthermore, since the discharge is from an exit point (Sabīl), it invalidates Wudu, similar to Madhy.

Imam Malik and others argue that Wudu is not obligatory for the Mustahadah, citing the Hadith where the Prophet, peace be upon him, told Fatimah bint Abi Hubaysh only to perform Ghusl and pray, without ordering Wudu. They argue that Wudu is only required for customary discharges, not continuous unusual flow. Malik further stated that for one with urinary incontinence, Wudu for every prayer is recommended unless the cold makes it harmful, in which case the obligation is waived.
