In archery practice, one person must initiate the shooting sequence. If both were to shoot simultaneously, it would lead to dispute, and it would be impossible to determine which person was successful.
Supporting text
If the starter is determined by mutual choice, the chosen one begins. If they cannot agree and draw lots, the one determined begins. If the designated starter is preceded by the other, the prematurely shot arrow is not counted, regardless of whether it hits or misses.
