It is not permissible to determine precedence or right to compete by drawing lots (Qur'ah), such as stating 'we will draw lots, and whoever's lot is drawn has precedence,' or 'whoever's lot is drawn, precedence is upon him.' This method is invalid because precedence cannot be established through mere drawing of lots, as it lacks a valid legal basis for establishing entitlement in a contract.
