What happens if both available standing locations are equal?

If the two potential standing locations are identical in preference, the decision rests with the individual who has the right to commence first. The second individual must follow where the first stands. If this dispute occurs during the second rotation or phase, the first individual stands where they wish, and the subsequent individual must follow.
