How are hits evaluated if the target is made of leather stretched over a frame with loops, resembling a sieve ('shanbar')?

Primary text
If the target consists of leather stretched over a frame ('shanbar') with loops ('ura') that are tied to it, and the competitor strikes the frame or the loops, one must examine their stipulation. If the condition was to strike the target itself, the hit is counted because the frame is part of the target. However, striking the hanging loops ('ma'aliq') is never counted under either condition, as the loops are neither part of the leather nor the primary target, resembling hitting something external to the target area.
