Is it valid for a leader to demand to select first on the condition that the prize money (al-sabq) is withdrawn from him, or that his associates withdraw it?

It is not valid for a leader to make such a demand. The right to the prize money is only earned through victory in the contest itself, and not in exchange for granting a concession or special favor to one party over the other.
