Each group must have a leader (ra'is). One leader selects one person, and then the other leader selects one person, and this continues until all members have been chosen. This method ensures relative equality among the teams.

It is not permissible to delegate the entire selection process to only one leader, as this would allow him to choose all the most skilled archers for his own team. Furthermore, it is not permissible for one leader to select more than one person at a time, as this moves away from the goal of achieving equality between the groups.
