What is the ruling when the wind moves the target and the arrow strikes the spot where the target landed, under the condition of sticking (Khawasiq) where the target board is harder?

Primary text
If the wind moves the target and the arrow strikes the spot where the target landed, and the condition was for the arrow to stick (Khawasiq), it is not counted for the archer if the target board (Hadf) is harder and the arrow does not stick, as certainty is lacking whether it would have stuck in the original target.
