Is a wager valid if offered to multiple, unspecified competitors based on who wins a race?

Primary text
A wager is permissible when offered to two or more individuals stating, "Whichever of you wins, he shall have ten." This is valid because each participant seeks to be the victor, and whoever achieves precedence becomes entitled to the ten. However, if all competitors finish simultaneously, none receives the prize because there is no singular victor among them.
