If a man divorces his wife, reconciles, consummates the marriage, and then divorces her, she must start a completely new waiting period ('Iddah). There is no disagreement among the scholars concerning this ruling because consummation after reconciliation makes the situation legally equivalent to a fresh marriage where the husband consummates the union before divorcing.
