The consent of the woman is not considered necessary for the husband's revocation of divorce. This is established by the divine statement: "And their husbands are more entitled to take them back in that [period] if they desire reconciliation" (Quran 2:228), which establishes the right for the husbands. Furthermore, Allah the Exalted commanded the husbands, saying: "So either keep them in fairness or separate from them with kindness" (Quran 2:231), addressing the husbands without granting choice to the wives. Revocation constitutes retaining the wife under the bond of marriage, which is akin to retention within an existing marriage, where her consent is not required. The consensus of the scholars is upon this ruling.
