If the discoverer takes only what he needs and then intends to reside there to prevent others, he must be prevented. This action is akin to blocking public access to water solely for standing there without need, thereby constricting what benefits others.
Supporting text
There is another possibility that if he lingers and extracts for a long time, he may be prevented because it resembles him claiming ownership. Conversely, he might not be prevented due to the unrestricted nature of the prophetic narration.
