Is obtaining permission from the ruler necessary to claim abandoned or permissible resources?

No permission from the ruler (Imam) or any other person is required for the individual who first seizes a permissible resource or undeveloped land for which no other Muslim has previously established a claim. The basis for this is the prophetic declaration: "Whoever precedes a Muslim to something that no other Muslim has preceded him to, he has the primary right to it."
