Is a person entitled to land exposed by water if they cultivate it in a manner that prevents the water from returning?

If the land exposed by receding water is such that no one can benefit from it, and a person cultivates it with a construction that prevents the water from returning, such as making it a farm, that person has a greater right to it than others. This is because they have occupied something that Muslims have no inherent right to, resembling the occupation of barren land (Tahajjur fi Al-Mawat).
