If the established users do not prevent the revival, and one person first revives barren land at the lower end of a non-owned stream or river, and another revives land above him, and a third above the second, priority for irrigation goes to the lowest revived land first, then the second, and then the third. Precedence in revival supersedes precedence in reaching the river head, based on the right established through revival.
