What is the ruling regarding the use of water from large, non-owned running rivers?

For great rivers, such as the Nile, Euphrates, and Tigris, which are not subject to public detriment from use, there is no crowding. Everyone is permitted to draw water for irrigation as much as desired, whenever desired, and in whatever manner desired.
