Flour must be exchanged by measure (kail), just like parched barley flour (Suwayq). This is because the origin material, wheat, is measured, and the processed forms retain that standard. The opinion that flour should be exchanged by weight is rejected as it has no basis, especially since parched barley flour is conceded to be exchanged by measure.
