Is it permissible to exchange fresh meat for fresh meat in unequal amounts?

Al-Khiraqi chose the opinion that fresh meat (rutab) cannot be exchanged for fresh meat except when it has been completely dried and its moisture is entirely gone. This is the Madhhab of al-Shafi'i, and Abu Hafs adopted this view in his commentary. The established position (al-Madhhab) permits the exchange of fresh meat for fresh meat, which indicates permission to exchange meat for meat when it is in its complete state and possesses most of its benefit while fresh (wet), unlike dried states. This analogy is drawn because the condition of completeness and primary benefit for dried fruit (tamr) is in its dry state, yet exchange is permitted for it, making meat exchange more permissible. Furthermore, equality is found between the two states without one being exclusively diminished, which permits the exchange, similar to selling milk for milk.

It is not permissible to exchange fresh meat for dried meat, or raw meat for cooked or roasted meat, because the second item is exclusively diminished relative to the first, similar to exchanging fresh dates for dried dates.
