The sale of materials brought from outside the boundaries of Mecca to construct a building within Mecca is permissible. This ruling is analogous to the permissibility of selling structures designated as endowments (*Waqf*) and the debris from them. The permissibility of selling structures built using soil and stones from the Haram boundaries depends on the two established narrations concerning the sale of properties (*Rubu'*) within Mecca, as these properties are considered subservient to Mecca itself. This principle extends to the soil and debris of every endowment.
