What is the ruling on Riba for items where consumption, measure, and weight criteria converge, such as rice, oil, meat, and milk?

For commodities where weight, measure, and consumption status are all present, such as rice, sesame, millet, cottons, oils, vinegar, milk, and meat, Riba al-Fadl is established, according to one consistent narration. This is the view held by the majority of scholars, which Ibn al-Mundhir stated is the opinion of the scholars of the cities, past and present, with the exception of Qatadah who restricted prohibition only to the six mentioned items.
