The sale of surplus water is prohibited. This is supported by the report from Jabir and the narration of Iyas ibn Abdullah, where the Messenger of Allah (PBUH) prohibited the sale of surplus water. One narration explicitly prohibits preventing surplus water, and another narration states the prohibition of selling water.
