Is the sale of a Qur'an copy to a non-Muslim permissible?

The sale of a Qur'an copy to a non-Muslim (Kafir) is invalid (batil). The rationale is that a non-Muslim is prohibited from perpetuating ownership over the Mushaf; therefore, initiating ownership is also prohibited, similar to other items whose sale is forbidden. Evidence for this prohibition stems from the Prophet's (peace be upon him) prohibition of traveling with the Qur'an to the land of the enemy, out of fear that their hands might touch it. Thus, enabling them to reach and touch it is not permissible.

Al-Shafi'i agreed that the sale is invalid. However, the Ashab al-Ra'y permitted it, stating that the non-Muslim should be forced to sell it because they are eligible to purchase, and the Mushaf is a permissible object for them.
