Under which specific conditions does the prohibition on a resident selling for a newcomer apply?
Chapter on Selling the Musarrah (Animal with milk retained in udder)
Al-Mughni
Book of Sales
Primary text
The prohibition on a resident selling for a newcomer is absolute if three conditions are met, according to Al-Kharqi's explicit text and the opinion narrated from Ahmad: First, the resident must intend to undertake the sale for the newcomer. Second, the newcomer must be ignorant of the current market price, as the resident is described as informing him of the price. Third, the newcomer must have brought the goods for sale. A narration from Ahmad indicates that if the newcomer is aware of the price, the sale is not prohibited.

Al-Qadi mentioned two additional conditions: that the resident intends to sell at the current day's price, and that the people have a need for the goods and a hardship in delaying the sale. Al-Shafi'i's companions specified four conditions, omitting the requirement of need, stating that if any condition is absent, the sale is not forbidden, but if all are met, the sale is illicit and void, as explicitly stated by Al-Kharqi and Ahmad in one narration.
