Primary text
The ladder or fixed step (*sullam musammar*) or platform (*dukkah*) used for ascent belongs exclusively to the upper floor owner if there is no structure underneath it serving the lower floor owner. This is because the upper owner has exclusive possession and disposition over it, as it is solely his means of ascent. Furthermore, the landing area (*arsah*) upon which the step rests also belongs exclusively to the upper owner due to his sole benefit derived from it.
