Is it permissible for a third party to file a claim on behalf of another if the truthfulness of the claimant is unknown?

It is a condition for the permissibility of filing a claim that the truthfulness of the claimant be known. If the truthfulness is not known, it is not permissible for the third party to claim anything whose establishment is unknown.
