Is fulfilling a vow (Nathr) to pray in the Sacred Mosque (Al-Masjid al-Haram) fulfilled by praying elsewhere?

If one vows to perform prayer in Al-Masjid al-Haram, it is not permissible to fulfill this vow by praying in any other mosque. This is because Al-Masjid al-Haram is the best and most virtuous of mosques, yielding the greatest reward for the worshipper.
