Imam Al-Shafi'i holds that if performing Hajj becomes impossible due to the absence of one of the seven prerequisites, or if a ruler or enemy prevents the person from undertaking it, then there is no obligation to make up the Hajj (Qada). However, if the failure to perform Hajj occurred due to the onset of an illness, making an error in the number of required cycles, forgetting, or negligence, then the Hajj must be made up.
