What is the penalty for failing to fulfill a vow to ride during Hajj?

If the person who vowed to ride fails to ride, an expiation (kaffarah) is obligatory. This is because abandoning the riding, provided the person walks instead, does not necessitate more than a kaffarah, as riding itself is not an act of worship or devotion (qurbah).

Some followers of Al-Shafi'i state that a blood sacrifice (damm) is obligatory due to indulging by avoiding the expenditure associated with riding.
