What is the ruling on making a vow (Nadhr) to slaughter an animal in Makkah?

If one vows to slaughter an animal in Makkah, the vow is considered equivalent to vowing a sacrificial offering (Hady) to Makkah. This is because an unrestricted vow is understood according to the established practice in Divine Law (Shar'ia). The established practice for obligatory slaughter in Makkah is the distribution of the meat there.
