If a person experiences continuous insanity throughout the entirety of the vowed month, neither making up the fast nor paying a Kaffarah is obligatory.

Supporting text

Abu Thawr holds that making up the fast is obligatory because the person was capable of religious obligation at the time of the vow and at the time of potential makeup, analogous to one who faints. The rebuttal is that the person was not capable of religious obligation during the required time of the fast, just as in the case of Ramadan.
