What is the ruling if the vow-maker is refraining from food and drink (e.g., in the morning) but has no prior intention to fast when the person arrives?

If the person arrives while the vow-maker is refraining (imsak), has not intended the fast, and has not done anything to invalidate a fast, the ruling is the same as the one who was observing a voluntary fast.
