If a man divorces his wife before consummation, must she begin a new Iddah period if he remarries her and divorces her again?

There are two narrations regarding whether she must start a new Iddah after the second divorce if the first divorce occurred before consummation. One narration states a new Iddah is required, aligning with the view of Abu Hanifa, because any divorce that necessitates an Iddah requires a fresh commencement. The second narration states that a new Iddah is not required, which is the view of Al-Shafi'i and Muhammad ibn al-Hasan. This second view relies on the general ruling that divorce before consummation does not entail an Iddah, citing the Quranic verse: {And if you divorce them before you have touched them, then there is for you no prescribed period concerning them} (Quran 33:49).

A reported view by Al-Qadi indicates that a new Iddah is not required, but she must complete the remaining portion of the first Iddah, to prevent the confusion of lineage that could arise from rapid cycles of marriage, consummation, dissolution, remarriage, and immediate second divorce within a single day.
