Where must a wife observe her iddah if the husband is unable or unwilling to provide accommodation?

If the husband is incapable of housing her due to indigence (*usru*), absence, or refuses while capable, she may reside wherever she wishes. This ruling also applies to the widow whose husband's heirs fail to provide her with accommodation, as her obligation to reside in his house is tied to the provision of shelter, which is absent here.
