Is performing hand ablution strictly required before eating if no prayer is intended?

Performing hand ablution is not obligatory (*la ba'sa bi-tarkihi*) before eating if prayer is not intended. This is supported by the report that the Prophet (PBUH) finished relieving himself, was presented with food, and when asked if he wanted water for ablution, he replied that he did not desire prayer.
