Is the ruling regarding lot selection and substitution the same for short and long journeys?

There is no distinction in any of the aforementioned rulings between a long journey and a short journey, due to the generality of the narration and the underlying legal rationale. The ruling is that the lot selection dictates who accompanies him.
Supporting text
The judge mentioned a second view suggesting that for short journeys, which are considered in the ruling of residence, the husband should serve the turn of the remaining wives. This view is held by some Shafi'i scholars.
