If the entire finger is severed, the perpetrator owes Qisas for the third (lowest) segment. He owes the difference in value (Arsh) of the uppermost segment to the first claimant, and he owes the Arsh of the lowest segment to its owner.
Supporting text
If the perpetrator pardons the Qisas for the lowest segment, the Arsh for that segment becomes obligatory, which the perpetrator pays to the injured party, who then passes it to the claimant entitled to it.
