Is retribution applicable if an official disciplines a subject?

Retribution (Qisas) is mandatory if an official disciplines a subject, even if it falls under the category of ta'deeb (discipline). This is affirmed by the explicit declaration of 'Umar, may Allah be pleased with him, in response to 'Amr ibn al-'As.
