Primary text

The eyelid of a sighted person must be treated equally by the eyelid of a blind person, and the eyelid of the blind person may be treated equally by the eyelid of the sighted person. This is because both parties are equal in being sound regarding the eyelid itself. Blindness is a defect in something else, and this defect does not prevent one from exacting Qisas with the other, similar to an ear where the loss of hearing does not prevent equality in Qisas.

The basis for this ruling is the aforementioned verse and the Hadith of Al-Rabi'. Additionally, Qisas is possible because the eyelid is defined in its own right, thus necessitating Qisas just as in the case of the eye.
