What is the ruling regarding Qisas if the one-handed perpetrator severs the hand of a person who is not also one-handed?

If the perpetrator is one-handed and severs the hand of someone with two hands, the ruling depends on the valuation of the perpetrator's hand. If it is established that the single hand of the one-handed person equals a full Diyah, then Qisas is not applied. If it is established that the Diyah for the one-handed person's hand is not a full Diyah, then Qisas is obligatory for the severance.
