Primary text
It is permissible for the administrator to take their remuneration from the Zakat funds, whether the administrator is free or a slave. This ruling is derived from the general wording of the verse regarding the recipients of Zakat: 'And for the administrators thereof' (Quran 9:60), which is a comprehensive term including any administrator regardless of their status. The remuneration is considered payment for their labor, and therefore, it is not prohibited like other forms of wages. It is permissible for the administrator to be wealthy or related to the owner of the wealth. The amount given should be commensurate with the actual labor performed. The ruler has discretion whether to establish a fixed contract wage or to pay the customary wage for the service rendered without a prior fixed agreement. Evidence supports this practice based on the action of Umar, who instructed an administrator to accept the remuneration given to him, citing that the Prophet, peace be upon him, did the same when he worked for him.

An alternative view suggests that the administrator must not be a non-Muslim, based on the requirement that the administrator must be trustworthy, and disbelief contradicts trustworthiness.
