To what extent is the Imam bound by his decision regarding the disposition of conquered lands?

When the Imam chooses an option regarding conquered lands—division or dedication—this choice must be based on the pursuit of public interest (maslaha), not mere preference or arbitrary choice. Having chosen the course of action that serves the public interest, the Imam is then obligated to adhere to it and is not permitted to deviate, similar to the binding nature of choosing between killing, enslavement, ransom, or release for captives.
