Is it permissible to pay Zakat-ul-Fitr using baked bread?

It is impermissible to give baked bread (*khubz*) as Zakat-ul-Fitr because it has departed from its original form as measured grain and has been stored. Similarly impermissible are prepared foods like *harisah* (porridge) and *kabulah* (a type of stew or thick soup) and similar items for the same reason.
