Is it permissible to skip an immediately available intermediate age category animal when paying Zakat compensation?

When the immediately succeeding age category animal is available, it is not permissible to transition to an age category that is further removed because moving beyond the immediately succeeding stage constitutes an alternative substitution (Badal), which is not allowed when the primary alternative (the next one) is possible.
