Is it permissible to use Zakat funds to pay for the nursing fees (Ujrat Radha') of another's infant?

Imam Ahmad permitted giving one's Zakat payment to cover the nursing fees of an adopted or fostered child belonging to another person, provided that child qualifies as one of the poor recipients.
