Is it recommended to prioritize giving Zakah to relatives?

It is recommended for the one distributing Zakah to begin with their relatives to whom Zakah is permissible to be given. Evidence supports this recommendation: Zainab asked the Prophet (peace be upon him) if spending on her husband sufficed as charity, and the Prophet responded she would receive a double reward: the reward of charity and the reward of kinship. Another narration confirms this regarding her husband and orphaned nephews. Furthermore, when Abu Talhah donated his orchard, the Prophet directed him to allocate it to his relatives. The recommendation further dictates starting with the closest relatives, unless a more needy relative exists, in which case the most needy relative is prioritized. If a non-relative is more needy, that person is given precedence.
