Who is obligated to pay Zakat al-Fitr for a dependent whose support is mandatory, such as a father supported by his son?

If a son marries his father to a woman, and the son is obligated to provide maintenance for both his father and the father's wife, the son is obligated to pay the Zakat al-Fitr for both of them.
