Must an owner provide the specific item due as Zakat if the poor person requests a different, permissible item due to perceived harm?

If the owner offers what is obligatory (the stipulated currency), the owner is not obligated to comply if the poor person requests the other currency type due to harm they would suffer from taking the stipulated item. The owner has fulfilled their obligation by paying what was decreed.
